The mission of the National High School Rodeo Association is to promote the sport of rodeo and the highest type of conduct and sportsmanship, and expose its positive image to the general public; preserve the western heritage; offer a privilege of family bonding; offer and opportunity of continuing education; and to maintain the highest regard for rodeo livestock. North Dakota was one of twenty charter states of the NHSRA in 1961. As of 2015, North Dakota has produced twenty-two National Champions in seven different events.

Carson Houser currently represents McClusky High School in the North Dakota High School Rodeo Association, and is the first MHS student in seven years to compete in high school rodeo. Last fall, Carson competed in six NDHSRA-sanctioned rodeos across the state.
